Description: Un établissement public de coopération intercommunale (EPCI) est une structure administrative française regroupant plusieurs communes afin d'exercer certaines de leurs compétences en commun. Il s'agit de la forme la plus aboutie d'intercommunalité.Il existe deux types d'EPCI. D'une part, les EPCI à fiscalité propre, que sont les métropoles, les communautés urbaines, les communautés d'agglomération et les communautés de communes, sont des établissements dits "de projet" qui exercent des compétences obligatoires fixées par la loi et des compétences facultatives confiées par les communes, dans le cadre d'un "projet de territoire". D'autre part, les EPCI sans fiscalité propre, généralement appelés « syndicat intercommunal », sont créés spécifiquement dans le but d'exercer certaines compétences, et sont pour cette raison des établissements dits "techniques".Héritières des districts, des communautés de villes et des syndicats d'agglomération nouvelle, qui sont d'anciennes formes de collaboration intercommunale, les EPCI contemporains se sont particulièrement développés depuis la loi relative au renforcement et à la simplification de la coopération intercommunale, dite « loi Chevènement », de juillet 1999. Aujourd'hui, en principe, chaque commune doit appartenir à un EPCI à fiscalité propre, en vertu de la loi NOTRe de 2015.
